Can I take all funds from IRA after age 83 without penalty?

There's no tax penalty, but there may be bank penalties, and the entire amount (in most cases) is taxable.

why are you 83 and still havent taken those funds out.. if you started taking the funds out at age 72 1/2.. if its a traditional IRA then you will be hit with tax because its too big of a tax break to let people keep it in there forever.. get them out.. NOW

You can take the funds with no penalty but the money will be taxed at the same rate as your income.

There is no penalty. For a conventional IRA, there is tax.
