How are council tax bands awarded?

I need to find this out for a research project, please help.

They are based on the rateable value of the property, which is determined by a professional surveyor (often the Government's District Valuer).

Domestic properties will often be grouped together, i.e. every 3 bed house in a street given the same value, because otherwise it takes forever.

The rateable value is different to the market price and the replacement cost of the property.

To find out how they worked this out go to moneyexpert and click on council tax bandings, you will be amazed at how they decided the bandings!!!
