UK VAT - Payer perspective?


I pay a number of companies that are earning more than 拢64,000 per year but aren't registered for VAT. 拢64,000 is the compulsory threshold for VAT registration.

As I am paying the companies, do I have any obligation to withhold VAT or take any action? Do I have any responsibility if those companies aren't collecting VAT when they shoud be?

That depends on why you are paying them.
Are you employing these companies or are you a clerk who just happened to notice something strange?
If you are knowingly avoiding VAT by using companies which you KNOW should be VAT registered then yes you have a responsibility to report them to HMRC.
This could avoid you having at holiday at Her Majesty's pleasure.
If you SUSPECT this to be the case, then you can still report them, to avoid becoming complicit in their crime.
