recieved letter informing me i had won 69,800 dollars sent them 55.00 dollars was sent to fund for the awarding of large value gains .the 55.00 was made payable to iss in berkshire uk is this a scam

Yes, that's a scam.
Anytime you are asked to pay money for something you have "won", that's a scam.

Yup, sure is, and a very common one. Usually the supposed prizes are bigger than that though on the scams.

You are lucky that you are only out the small amount of money that you sent. You will never see it again. Just chalk it up to experience.
