Yes, the full council tax is due for the 2 that aren't students.

Yes but you might be able to get a discount from the Council of up to 25% but that may only apply of there are two of you living there and one is a student.

you might not need to if your flatmate who is a student takes the whole contract on his own, then you pay him the rent!haha, that's tricky though.

yes you have to pay council tax unless ya landlord is paying it look at ya tenancy agreement
