Britain is a welfare state; its also a very populous nation. So the demand for services is always more than what is there to go around.

To continue providing the level of services that people have become accustomed to, the government imposes taxes on commodities like fuel oils (gasoline). After all, for the government ot spend, it needs revenues. Its either increase your income taxes or tax your consumption. Increasing income taxes does not go well with voters, so they increase taxes on consumption since the population feels less victimized especially as there are other alternatives to the items they tax.

Remember - no elected government likes to tax, but they have to; a functional fiscal policy is a duty of every elected government.
