There must be a reason for you to have this restriction in your code number. The most common reasons are :
1) An underpayment from an earlier tax year.
2) Benefits in kind in your employment (eg company car/fuel/phone/private healthcare)
3) You have/had untaxed income (eg jobseekers, interest, or a 2nd job)
You should have had a form P2 notice of coding to tell you why your code number has changed. If you have one, edit saying what the restriction is for, and I'll try to answer further. If you did not receive it, ask your employer on what authority he is using this code number.
Code number restrictions are usually increased each year, so if you are still puzzled, the only solution is to contact your tax office, and ask for an explanation. The staff don't bite. You will need to quote your National Insurance number.
Edit. When you had P45 from Benefits agency, did it show jobseekers of 拢1130? Even if 10 weeks, jobseekers would seem to be excessive of 拢113per week. From the info you have given, it could be that, but I would have expected tax office to issue a normal code with your jobseekers shown as previous pay and tax. I think your best course of action would be to call in at a tax office enquiry centre, taking all documentation you have from 06/04/07, and ask them to look into it. You may have to make an appointment first. If you can't go there, try a Citizen's Advice Bureau. They are very helpful. If you post any more question edits, can you tell me your location, in case I can think of anything else?

I had the same problem and in the end I wrote to my M.P. He wrote about my problem to the Chancellor of the exchequer who is responsible for taxes, and I was asked to visit my local tax office and I spoke to the head of the department. Matters were put right within 3 days, but I still had to wait until April for my Tax rebate.

When it does get sorted out at least you'll get a nice repayment out of them!!
You do have various things you can do.
If you have the time and energy you can use the tax website to work out for yourself what your tax code should be. If you are making enough money, you could visit an accountant and ask them to help you (although the charges they make could cost you more than the rebate you may be owed).
I have found over the past 30 years working that by far and the best way to get help from the tax man is either to pick up the phone or present yourself in person. The people you talk to in this way are some of the nicest most helpful people you are likely to meet - they seem to go out of their way to be helpful as if they are the other side of the coin from the tax inspectors!

Sounds like you either have benefits in kind (health insurance, phone bills etc) or you have other income.
Phone HMRC office dealing with your affairs and ask them.
