Means-tested benefits (England)?

Does anybody know which of these benefits are classed as being 'means-tested?'

1. Disability Allowance
2. Severe Disability Premium
3. Income Support
4.Local Housing Allowance

Also, why do some people qualify for the above Disability benefit(s) whilst others are allocated Incapacity Benefit?

Thanks

1. do you mean disability living allowance? if so, then no its not means tested.
2. severe disability premium is an added extra to incapacity benefit which is, but when added to income support is not.
3. income support is not.
4. housing benefit is based on what other benefits you get, so yes and no...........
you have to apply for some benefits, you are not automatically awarded them due to your circumstances.........
the dwp do n ot wnat you to apply for these benefits and simply dont tell you about them, telephone your local wellfare rights office, explain your circumstances and they'll tell you what you can claim, if the claims are dissallowed, contact them again ant they will fight your case if the dwp are wrong.......
well fare rights system is a much under used scheme, use it, it tells you your rights concerning your welfare...........enough said..........
the dwp tell you nothing and it saves them money, the less they pay out, the better they look..............which is all wrong.........having more claimants awarded what they are entitled to should look better than having claimeants not claiming because they been kept in the dark.............
phone wellfare rights................you'll learn everthing you need to know...............

Can't answer your first queston but incapacity benefit is specific to those whose disability effects there abilty to work.

Sorry Dave P is wrong in as much as both Income support and Housing Benefit/Council tax benefit are means tested.
For example if your on Income Support but are receiving 拢100 per week from an absent parent you would not be entitled, same with HBen etc
