No. This is a scam. Likely they've told you that you've won a lottery that you didn't enter, that the funds are approved, but in the unlikely case that there are charges to pay you have to pay them upfront as they can't be taken out of your winnings? Does this not make you just a little suspicious? It's called Advance Fee Fraud, commonly known as the Nigerian 419 scam after that section of the Nigerian penal code. Junk the email and forget about it.

If you have been told you have won money and you haven't entered the lottery it will be a scam. If you are asked for money up front it is a scam. Be careful. I had an e-mail from British, Lloyds TSB bank trying to give me money and it had their true LOGO.

There isn't a UK lottery that chooses or notifies winners by email. It's a scam - just delete the email. The bank might be real, but they aren't involved in this so-called win.
