Where can I download or get via email 1099 Misc Income forms for prior year 2005 & 2006?

Blank forms - irs.gov

If you are talking about 1099's that you received, you could go back to the people who sent them to you originally, or to the IRS.

If you are looking for blank forms go here: IRS.gov

If you are looking for forms from prior places of work, you would have to contact the company.

If you are considering filing them late for 2005 and 2006 is it sue to direct IRS orders or because you think you have to?

If it were me, and I had a choice, I would not file them late due to the certainity of late filing penalties. I would rather take my chances on discovery during an unprobable audit.
