Is stipend inclusive of the incentive?

Typically they are two totally separate issues.
It depends upon how your company sets things up.

In many companies, a "stipend" is the same thing as an expense "account" - employees use it to pay for business expenses. It is not income because it is not supposed to be used for anything other than items needed to do your job. That money belongs to the boss.

An "incentive" is usually like a "bonus" - it is additional income that belongs to the employee, not the boss. The employee can use it for anything the employee wants, whether related to the job or not.

However, some companies establish "stipends" to be payments to employees to cover living expenses. That usually is considered income to the employee.
