Government gives land to FELDA settlers. Farmers typically have a great deal of wealth tied up in their land but may generate but may generate low income. On what basis should the farmers be taxed: income or wealth? additional information is we can use horizontal or vertical equity to define whatever the tax should pay basis on income or wealth What country are you asking for? I would say the answer would have to be taxing farmers on income. If you tax them on their wealth (basically the land), they'd have to sell the land that they are wealthy in, to pay the taxes on the wealthy land. If this question is about Malaysia, then I think you'd get a better response asking it in the Taxes - Malaysia section, not in the Taxes - Other, section. Felda Settlers??? Taxed on income.
