Is welfare from sales tax(and i dont really know but is federal and local tax the only one you pay besides ur?

And exactly what are you asking about or ranting and raving about here?
Generally speak welfare money is a grant from the Federal Government to the States which the states have to match in some way, say the state has to put up 15% of the grant money coming from the Feds. The state money can come from sales tax, but usually comes from the general fund of the state which gets tax money from businesses, estates and other fees from activities. Usually the sales tax mostly goes for the schools. I am not sure about Texas where you apparently are located. Maybe someone else can specifically answer your system. But welfare money for all states comes as a lump sum payment each year from the Feds, so it comes from income tax generally. Welfare policy has changed over the years. At one point the states had complete say how the money was spent. Now, the Feds up in regluations so the States have to administer the money by those rules. The hot issue right now is whether welfare can be used to help people who have come into this country illegally, and how are we going to treat immigration. There are those who want to cut off any welfare help to anyone who can ot prove they are a citizen or prove they are here legally with green card or on some visa that will end and they will leave. This is a very tough issue depending on who you are. Those who got here with what they thought was legal, but have lost papers or did not get the right ones, are possibly going to penalized in the very near future.

I take it that you are displeased with the fact that some folks are receiving welfare. That is a supposition on my part due to your command or lack there of the English language.
