Yes, there was a tax imposed on watches and clocks in the early decades of the 18th. Century. King George III thought it would be a great idea to introduce this tax in 1779 so all timepieces became very expensive to buy. People were forced to rely on clocks in public places and taverns, on churches and public buildings.
I might not be anserwing your question but,

if you are a uk citizen, you go abroad and bring newly purchased items back - you can spend upto a limit of 拢145. after this thresh hold you are eligiable to pay exercise duty.

So buying an expensive watch would mean that, the watch value minus 拢145 is liable to tax. please refer to below link for accurate explanation of the rules.
