Which loan scheme is best for me.?

I'm from yamunanagar, Haryana. I want to establish my garment manufacturing unit and I hv applied for a loan of two lakh rupees in DIC office yamunanagar as PMRY(pardhan mantari rojgar yojna). My problem is that we are two partners , another partner is from kurukshetra and we want to establish our unit in kurukshetra district. But DIC office persons told me that you can't place your unit outside your district. HOw can we two partners from two diffrent districts take the benefit of PMRY in one unit. My second question is that is there any other scheme for me to take the loan of two lakh rupees better than PMRY(with low interest rate), my qualification is B. Sc, M.A.. Plz tell me imediately bqz I'm in deep trouble. I' m waiting for your answer.
