Who do you report a dodgy auctioneer to?

I know an auctioneer who regully shills his auctions , buys his clients items at the lowest posiible price (by not giving other people chance to bid) and even stealing items from other people lots. Who do I report this to? would it be trading standards and would they visit his auction to see it going on?

As a TSO I would say that this is more a case for the Police with allegations of theft and fraud.

Besides the Police have more resources (5 times as many police in London as there TS Staff in the whole UK)
