I started working at 14. My first job was at Home Town Buffett....worst job ever! I think most fast food places will hire you with your parent's consent. You can also try ice cream scooping:)

Workreation is a program which is funded by SHRA and administered by the City of Sacramento. It provides an opportunity for youths aged 14 to 16 from low-income, target-area neighborhoods to spend the summer learning basic work skills.
