How do I find out who owns a certain property?

Also I would love to get a history on the property especially as there is a ravine that runs through it. I am concerned about flash flooding.

Most counties will allow you to search property records online. You can search for "register of deeds" or "clerk of the court" and your county and probably find it. You can usually search by address or legal description or owner name. Or go to the register of deeds and ask them to search for you based on address. You can also check the tax maps (probably a better way) or tax database, also by address.

As for the history, you could check with the county zoning and planning office so you'll know what the property's been zoned as and used for. You can check with an insurance agent regarding possible problems in that area (e.g. if it's in a flood zone). And you can ask the seller to provide a CLUE report that will let you know if there have been any claims against insurance for that particular property. Under the federal Fair Credit Reporting Act you can request a copy of your C.L.U.E. report from ChoicePoint Consumer Disclosure, P.O. Box 105108, Atlanta, Georgia 30348-5108, or call toll free 1-866-527-2600.
