Can the Cost Floor Provision figure be contested when buying your council property?


I have been given the valuation of my council property which I have applied to purchase. They have given me the valuation, the discount price, but also quoted a 'Plus Cost Floor Provision' figure of 拢6k, which is what the council have put in to the property in the form of repairs and improvements. However, surely any improvements made would have only added value to the property. So this means that the property is worth more, yet I'm losing out on the Cost floor deduction, meaning my discount has been reduced by 拢6k.

depends how the council do their accounting...
what may be happening is that they have a base valuation for the property type (say a 3 bed semi in area x = 拢yy,yyy

they then add back in the cost of additional improvements that are not included in the base valuation (eg any property improvements they have done.. this could include say double glazing, kitchen, whatever. (Arguably it could include anything in the immediate locale which has improves the value of the property eg improved security, pavements etc....)

Yes you may be 'loosing' some 拢6,000 off the discount.. but then no doubt the council would argue that
1) you are getting a good deal anyway
2) you are paying a little bit extra for the additional items of work done to your property which have boosted that properties value above the base valuation for that property type.

So you are loosing a potential 拢6,000 off a deeply discounted house and you are crying here about that... get real. You are getting a significant subsidy to buy that house and yet you are whining about paying a little bit more
