Who would I call for the Housing Authority?(my city or their's, City Hall?)?

I saw your previous question and I'm not sure why you would want to call the Housing Authority....did you get this apartment with public funds (Section 8)? Because that's what the Housing Authority in the city (or county) that you reside in does. They administer the distribution of Section 8 (HUD) funds - that is one of their primary functions.

The Housing Authority is not for disputes between landlords and tenants of properties which are not owned, operated, and/or managed by private entities.

At least this is so in the U.S. In other countries, their housing authorities may be different (or they may be called housing councils)...but if you are in the U.S. and you do not have a housing voucher or Section 8 (administered by the Housing Authority), they won't be able to help you.
