Bottle deposit SCANDEL.?

How does my local "Kwiki Mart" get away with charging and keeping the .5cent deposit on my faviorite soft drink without providing any sort of on-site recycling center?
This must be illegal, how do they get away with this?

They still must give all deposit revenues to the State. The amount is determined by invoices and sales volume. They
might cheat a little, but the State controls are prolly pretty tight.

They are not required to have one.
