Does Target do Price Matching??

If they do what do you need to bring with you to get it for the price of the other store (the item in not on sale).

If Target does not do price matching is there any other store that does besides Walmart??

No, they don't - not unless there's a special promotion but I do find them usually to have prices lower than everywhere else.

Well at my local Target, you can so go to customer service and ask them to look in the itinerary for the other targets around you and will call them to ask the price over there.

Target does not do price matching.
I do not know who does.
