Looks like you've stumbled onto a bit of a mystery there.

However, this number leads to a "Regatta Bay" complex. The staff there indicate that they have never been named "Marina Bay." The ReferenceUSA subscription database does not include a listing for anything named "Marina Bay" in Seabrook. Their phone/address records tend to be more up-to-date than Google's.

You may want to consider contacting the Seabrook Village Hall at 281-291-5600 to see if they can track down any other information about this. They may also be able to refer you to a Chamber of Commerce/Visitor's bureau.

Being a librarian, I also recommend you contact the Evelyn Meador Public Library in Seabrook. They may also be able to dig up some more information.
