Does it violate law to track someone's information?

I sold an item in amazon.com, but in some reason, I thought the item will not be delivered from supplier side, but because of supplier's mistake, the item was delivered, and amazon.com doesn't offer any help on trace my money back.

So this person got my full refund and also got the item.

I tried to contact this person through amazon.com platform, but seems no reply.

Only we I could try to contact this person is probably use some commercial people lookup service to track down this person's phone number.

Does anyone see any legal issues here?

Actually I've got the proof of delivery. Considering his/her age, might not be a person who check email frequently.
And I don't wanna go over any court procedures, but can any also tell me, what kind of regulation might he/she has violated, if she/he keeps that item without responding me.

I have a tracking software that will chase down to the users phone number. But not so if on another type modem. I'm not too fond of on line transactions unless a recognized busniess. And as to buyers you might as well be prepared that about 10% are going to be problems. You have no legal problems in tracking down a person as you described. Using someone else to do it can become expensive. And the worst part is once you do find him, you can do little more than ask for the money or item. Totally a matter of the person being honest. Legal action would be difficult as you would have to file in their county and travel for any hearings. I wouls say mark it to experience and plug the holes so it doesn't happen again.

no /you know were he lives wright him a certified letter so you know he got it then sue him if you have to/if its a 10 dollar item forget about it but a 100 would bust his balls
