How does merchandise ( Clothing, Jewelry, shoes, electronics)?

There are several ways that merchandise arrives at off-price retailers such as the ones you listed.

One way is that the major retailers box up their old merchandise that does not sell and ships it back to the manufacturer who then sells it to the off-price retailers.

Or the manufacturer is left with overruns of merchandise that never make it to major retailers, and just goes straight to off-price stores.

Also, any stores that close will liquidate their merchandise to wholesalers who then re-distribute the goods to the off-price stores. Wholesalers can liquidate in many ways though not just to off-price stores. They also sell to big eBay sellers, to outlets, and to online off-price stores such as Overstock.com
