And some sellers will almost accept any form of payment, but most sellers may op for payment via Paypal or some other form of secure payment.

it depends on the seller if they want to sell to romania. you have to ask the one you are interested in. but because of check fraud, etc. esp from people from nigeria and some other problem countries, many sellers (many of whom are based in the USA) don't want to take the risk and sell to people outside of the usa and canada.
