Can a Election Commission's issued Voter ID card be used as a valid proof in opening bank accounts?

While trying to opening abank account I encoutered this problem which led me to ask for answers

here in our state it was discovered that many illegals had voter registration cards at addresses they did not live at. Anyone can sign up online with false information and have the voter card sent to any address.

and everyone wonders why elections are disasters...........

Probably not. For starters, many voter ID forms do not even have a picture on them.
