Do your research. Is there an actual need for your consulting? Consulting can be very lucrative if done in the correct way, but remember that law enforcement is generally a city/state entity and budgets are tight with little room to move. Are you offering something they can already get for free? Once you have done your research, assuming you are an expert in this field you are consulting on, first work within your network to build your name. Once you have done so, down the line, the word of mouth referrals should get you moving.
