My sister has a great idea for a toy does she need a copyright before she can...?

My sister has a great idea for a celebrity doll, and she makes her own "customized" dolls all the time that are very professional looking.
She wants to mail one out to this celebrity or to their company as a prototype. I'm worried that they will see it and take her idea. Should she get a copyright or some form of legal work done before she mails a prototype?
Also, where should she mail it to? The celebrity's managment company?
Any legal advice would be great

She should contact the USPTO--US Patent and Trademark Office.

really before she does anything she should get the design copywrited and a patten on it as well be sure to disclose that information that it has these done and then if the follow the rules they should contact her about purchasing the those from her to mass produce the doll other wise they would send her a contract to produce them and give her a share of the proceeds. but before she send anything out to anyone she needs to do those two things to save her own butt and it is a bit costly too.
