Which newspaper is the best value to advertise in?

I'm trying to find a newspaper anywhere in the USA that has the largest circulation per $ spent on advertising.

I'd like to run a small 2 line text ad that reaches 50,000 or more people for as cheap as possible.

I did a search, and came up with a few websites that report on circulation statistcs and list the "top 100". The one below requires registration to access the information

Some people put a link in the ad, to help direct traffic to their own business website. I think that is the cheapest way to promote your business, especially to those newly start up small business owner. $zero cost.
