When and why, the sellers in the market do not spend much time on marketing strategy?

Lot's of reasons.

One of the main that I see is the seller is selling something they are good at providing and like providing the good or service. Take any service as an example such as a cabinet maker. He builds cabinets because he likes to build cabinets not because he likes to be a marketer. What he may or may not realize is how much time he has to spend being a marketing guy in order to sell the cabinets he wants to build. I see this all the time.

The most successful business guy is someone who really understands marketing and sales, then looks for a product.
