What is the average fee for a headhunter in the US?

A typical fee would be one-third of the position's first-year total compensation....

The headhunter's fee is an issue between the company and the head hunter. They or may not have a contract which would entitle the head hunter to a fee from them for placing you. Unless you have a contract with the head hunter which denies you the right to apply for a position with a company that the head hunter found for you, you could turn around and simply apply for a position with the company on your own. It then places the ball in the company's court to decide what it will do.
