If your friend is a citizen of the U.S., I reckon that she should start looking around for how to set up a U.S.-based nonprofit in Mexico. Here is a place to look first: http://www.sos.state.tx.us/corp/nonprofi...

You could also do a Google search for the requirements of setting up a Mexican nonprofit, using the key words "organizaci贸n sin 谩nimo de lucro," which means "nonprofit organization."
