How to handle being cheated by an employer (H1B)?


I was hired by an employer X and i got my H1 transferred to their company. They promised me a particular pay (in their offer letter) but changed it and said they would barely pay me some small amount that too without any pay stubs. The H1 transfer hasn't received the approval yet. I have 2 questions:
1) Is there any legal department i can approach to file a case agaisnt them for not abiding by the terms mentioned on the offer letter?
2) Can i still get my H1 transferred to another employer without the pay stubs and without the current H1 tranfer approval?

This is really urgent and would appreciate your responses

You current employer is required by law to pay you the salary as stated on your labor certificate. you employer is certainly violated one of the provision of your H1b.
1) you can report your case to the your local/states Department of Labor (DOL) and USCIS, and consult an immigration attorney.

2) Pay stub is a proof of your current H1 status. you will need it for your H1 transfer application unless you find other documentations to prove your status.

you can also go to your local congressman office for help. most of them has immigration liaison that handles immigration issues free of charge.
