Of course you can. There is a lot of stock and bond trading of US companies in the overseas markets. Best thing to do is talk to a local brokerage firm and talk to them about what you want to do. Now, the flip side of that is if you are found to be doing anything illegal by US law, all of your assets invested in the US markets can be frozen and confiscated.

Yes, you can, but as already mentioned, you have to follow USA laws, meaning that you have to pay USA taxes, follow USA regulations, and so on.

You can start by talking to a USA investment company or a local company.

It should be noted though that citizens from some countries might have difficulties in investing or can't invest at all.
