Do you think people would be willing to invest in a start up bank if the owner has no track record?
If not then how can one gain capital without previous experiance to start up a bank?

It would depend largely on your background, business plan, and how invested you were personally. If you had a strong finance background, a solid plan, and putting up a sizeable amount of money yourself, I would consider it. If you have nothing more than an idea to start a bank, then no I wouldn't go near it. Like any investment, I would weigh the risk vs. reward and if you didn't meet all of my criteria, I would say the risk outweighs the reward.

It is illegal to start up your own bank
There are many regulations involved.
Huge capital is needed for reserves
Huge customer base is needed for profit.

Knowing this...would you invest your money in someone with no money, and no experience, wanting to make their own bank??? NOT ME.
