Health insurance and such?


So, from my understanding there are alot of jobs that do not provide health coverage for their employees. Also, these jobs may not pay enough for the employees to purchase their own insurance. These people then turn to programs like SCHIP and such. What are some reasons they may then get turned down from these programs?

Is it solely based on their wages? or does debt come into factor? if it doesn't than i get it, but if it does than why is America's health care system considered so terrible?

These government programs usually have income limitations.

People that make too much money to qualify for government programs and don't make enough to buy their own insurance often choose to go uninsured. The sad thing is these people could purchase a health plan with a high deductible but they tend to just not purchase any. They think why should I purchase insurance if I still have to pay the first $1,000 of medical bills. Of course I am speaking generally from experience as an broker.
