Blue Cross Insurance Question - Out of pocket Transfer??


My wife and I were covered by CBC via COBRA. She was the primary and I was the dependent. I had my deductable and my $1,500 Out of Pocket expense satisfied for 2007. My wife then dropped her coverage which CBC then issued me a new Card and Number because they cannot have a dependent by itself. I was told that my "already satisfied" deductable and out of pocket amounts would transfer to my new number. My deductible did, but now they expect me to pay my out of pocket expences AGAIN for 2007. They said it is CBC's policy to not transfer satified out of pocket. Now if I dropped and my wife stayed, there would be no issue. but because she did and I couldn't remain as an independent, I have to pay again. Note, nothing else changed, the plan and group are the same. One rep even said that if there was a note on the account about it, they would of transferred it. We even asked the benefit manager who asked the insurance broker, even they never heard of this. Any Help here?

Most carriers have a form called a "deductible carryover" request. You may want to ask the carrier directly for this form or go on line to the website and see if you can print it out yourself. Without knowing what State you are in, I can't tell you if they have carryovers or not. Email me if you need more info.

This is SO typical of BC. You can work directly with the broker so that the HR isn't in the middle. Due to HIPAA, you will need to authorize BC to work with them. You need to get your documentation in order (esp. with the page that shows that BC said they'll apply your co-insurance).

Normally, BC will only apply the deductible, but since this was simply a transfer from dependent to primary member, all benefits you received should have transferred. This is a paper transfer only.

But again, call the broker directly and speak to the account rep in charge of your wifes old employer. they will help you work it out.
