Why is the workforce at The Marion County D.F.C. in Indianapolis IN made up of 95%?(please read details)?


Why is the workforce at The Marion County Department of Family and Children in Indianapolis IN made up of 95% African Americans?
I鈥檓 hard pressed to even see a white or Hispanic social worker in the building and the blacks treat people of non color like dogs. I鈥檓 not prejudice or racist, but I just don鈥檛 think it鈥檚 fair.

THIS WILL CHANGE IN ANOTHER YEAR OR SO .IBM HAS BOUGHT THE CONTRACT FROM THE STATE ABOUT 12MONTHS AGO,AND ONE OF THE DEALS WERE TO KEEP PERSONNEL FOR 2 YRS WITHOUT QUESTION ,THEN THEY ARE FREE TO CHANGE PERSONS WHO DO NOT PERFORM WELL.AT THIS TIME MANY FACES WILL CHANGE .IT SHOULD BE MORE EFFICIENT,BUT I DO NOT KNOW WHO IS DOING WELL AND WHO IS NOT DOING WELL.I DO NOT THINK RACE IS GOING TO BE SUCH A PREDOMINANT FACTOR IN THEIR HIRING PRACTICES ANYMORE

There is no politically correct way to address this issue.

Those offices and many other social services have become part of the "Great Society" of Lyndon Johnson. Some of these offices are small fiefdoms controlled (usually) by an older African American female with many family and friends on the staff. Some of these offices ore on their third and fourth generation. Nepotism is rampant.

I worked for the HeadStart program for several years and saw the system close-up. Ghost employment, chronic theft, drug use, ... and that's at the administrative offices ... the problems continued on down the ladder as well.

I witnessed tens of thousands of dollars of computers that had been issued for the students (3 & 4 year-olds) packed up into employees cars and sent home. Just in time for Christmas! I was directed to load thousands of dollars worth of food onto an administrator's father's catering service van.

There are dozens of programs to help the poor pay their heating bills... you can be assured that even the $100,000+ administrator is getting the checks.

Food that was meant for the children was routinely sent home with employees.

The staff even had the audacity to load up the kids to take to Bill Clinton rallies and other political events, without so much as asking the parents. Children were made to hold up signs for the cameras.

All attempts to correct the problems are met with charges of racism. Any attempt to clean up the problems sends the staff into a frenzy of finger-pointing and media blitzing... and charges of racism.

My guess, and this is in no way shape or form condoning what is going on, but it is a way for them to "get back" at those who may have done them wrong.

Also as far as the workforce goes, African American's need jobs too, so this could be an easy job for them to do, or it's just something that they are passionate about. I have heard though, that the workload of these people are so large that they are starting to look for more employees, so it could be that there is a lot of stress that goes on there that is causing them to be unfriendly.
