Your parents might not have filed their returns because there was no taxable income. But that reason dose not prevent your parents to claim rebates. When they are having taxable income, then they can claim their rebates and deductions from their income.

Your parents can't get a rebate unless they file a return. If they don't make at least 3,000 in social security or wages or interest or dividends then they won't qualify. If they earn more than $3000 and owe no tax and file a return they will get a rebate. you can have them calculate the exact rebate amount by going to http://www.irs.gov/app/espc/ and answer the simple questions.
