Is there a law in hawaii where if someone was soliciting you to take on free services and told them to leave?

and they did not go away could you get them arested

I cannot cite the law, but I believe this falls under harassment and trespassing. If they are on your property (such as your doorstep) and you request that they leave, then they must do so immediately otherwise they are trespassing and can be arrested for that offense.
