How many children can I babysit in Ohio?

I would like to know how many children I can watch at one time without a licence. Does it make a difference if it is occassional or full time? The only law that I have heard of is that you can watch as many children as you want so long as they are only from one family in addition to yours. Is this correct? If so, do step children count as my kids? Any links to helpful, accurate websites would be great. Who do I contact to find out the laws? Oh and I am only interested in factual information about OHIO since the laws vary so much by state. Thank you.
