I owe Federal and Quebec Income tax but can only pay one. Who should I pay??

Basically, they are both the same. Unless you want to pay the Feds and move OUT of Quebec, you're going to have to pay both.

It really doesn't matter much. Make sure you file your forms to both (to avoid the penalty for non-filing), and pay them as you can. You'll get hit with interest from each, but how you mix them is up to you. Contacting them with a payment schedule will make your life simpler, since they won't keep hounding you. It won't save you interest, they cannot reduce that, but at least letting them know will allow you to short circuit collection efforts.

If you owe both, you're legally required to pay both. In the US you can apply for an extension on your taxes and that gives you extra time to pay -- I'm sure Canada has something similar.

You just pick the one that you can afford to pay for now, contact the other tax admin for time extension to pay, and try to find money to pay later.

As Quebec has separate tax administration from the CRA, both charge you interest for the outstanding taxes owing, and both can seize your assets if you dont pay.
