Shipment from USA to Canada?

I was planing to order something off an American website and the site said that they would ship with fed ex and it said that the shipping cost would be about $28.00. Now I thought that, that was pretty reasonable but is that the flat cost, l know that there will be GST and PST plus the exchange rate added on to that but will there be a duty or brokerage fee that I'm going to have to worry about when it crosses the border. (The package costs about $132.00 U.S after the $28.00 fed ex charge if that helps.)
