DONT abuse kids under care in any manner.
See City Foster programs or churches.
Make SURE U want this.

There are really 2 answers to this one:

Big Brothers, Big Sisters is an organization that gives support to children on a one to one basis at least weekly, however, they remain with their families. It is a good start.

For full time foster care call the Deptartment of Social Services to begin the application process.
