What's the story behind the big building in Austin TX that looks like an owl?

It has two big circles that look like eyes and from a side view resembles an owl staring at you.

"The 307-foot tall UT Austin Tower, designed by Paul Cret of Philadelphia, was completed in 1937. Through the years, the Tower has served as the University's most distinguishing landmark and as a symbol of academic excellence and personal opportunity."

Not only does the Tower stand as a staple for the everyday UT campus, but when the Longhorns have a big victory the Tower lights up burnt orange that night. The owl you are seeing when it is viewed from the side is a play on the Rice Owls in Houston. I'm not sure exactly why, but I think that the architect was from Houston or something. Check out the website below for more of the history. There was also a pretty famous gunman that stood on top of the tower a long time ago, and shut down the top floors.....
