What stores can i work legally at 15?

The problem is, that you need a work permit. Which now the counsler at your school will give you. Then the employer has to jump thru hoops , to hire you . Its a big headache for them , so the are leary.
Try Brusters, Chic Fila, Krogers or even try your local Vet.
Good luck, I know its tough

Some grocery shops will take you, also mcdonalds , subway and tim hortons (don't know if you have that in atlanta) also try your local hospital gift shop.

I would try Chick Fil A....plus they have a scholarship program for college. Other than that I would check out grocery stores.

You could also cut people's lawns or deliver newspapers.
